The Regulations of the new General Law of Public Procurement (GLPP), No. 9986 of May 27, 2021, which will enter into force on December 1, 2022, are currently out for public consultation. The Regulations include a Chapter consisting of 12 articles, from 297 to 308, which regulate in a broader manner the Expert Committees, internationally known as “Dispute Boards”. Despite some minor improvements in the wording, we at CONEXA Partners consider that a good regulation of the Expert Boards has been proposed, which comes to better regulate the figure and implement the provisions of Article 117 of the new GLPP. According to the regulation, among the tasks to be done before the entry into force of the GLPP, is the strengthening of the dispute resolution centers that are registered with the National Directorate of Alternative Dispute Resolution, so that they can play a decisive role in the implementation of the legal institute.
